Author: Liz Boulton, PhD

Dr. Elizabeth Boulton (Liz) is an eco-security theorist. She is currently a research affiliate with the “Climate Change & (In)Security Project" at the University of Oxford. Her doctoral research developed the idea that climate and environmental change constitutes a new form of threat – a hyperthreat. She then applied modified military threat analysis and strategic planning tools to investigate options for a hyper-response. This led to ‘PLAN E’ – the world’s first climate and eco-centred security strategy, published by the US Marine Corps University Press in 2022. Publications, podcasts and webinars are on her website: www.destinationsafeearth.com

Beyond COP28: Plan E and the Entangled Security Approach

With this year’s COP once again failing to meet expectations for rapid transition to a post-fossil fuel future, surely a more effective and urgent approach is required? Elizabeth Boulton argues for a Plan E that would harness global cooperation to see off humanity’s common ‘hyperthreat’ of planetary breakdown.
